Groundwater and sub-surface conditions, along with unexpected underground obstructions can be significant unknown factors that will disrupt any project schedule. Early delays because of unforeseen geotechnical factors have a habit of snowballing.

The need for reform in defence infrastructure procurement has recently been highlighted – moving towards a model of longer-term alliances and early contractor involvement that has proved successful in rail frameworks.
